Digital APEX

Organizations operating in politically unstable environments face more than physical risk. They are increasingly targeted by cyberattacks, malign info-ops campaigns, surveillance, and coordinated efforts designed to undermine their credibility and effectiveness. Through the U.S Government’s Digital APEX program, Agenda partnered with leading international implementing organizations to help civil society groups, independent media, and democratic institutions strengthen their ability to combat these evolving threats. Programs like those led by IRI, IREX and NDI focused on strengthening institutional resilience, improving governance, and building safer digital environments for organizations working under challenging conditions. 

Agenda’s multi-year engagement demonstrated that resilience depends on more than technology alone. Organizations confronting persistent information threats require practical communications strategies, secure operating practices, and the ability to adapt quickly to rapidly changing environments. By combining strategic communications with digital capacity building, Agenda helped strengthen local organizations working to maintain public trust under exceptionally challenging conditions.
