Expanding Access to Educational Opportunity
Thousands of New Mexico adults remain eligible to earn a high school equivalency credential or pursue tuition-free higher education, yet many are unaware of the programs available to them or face barriers to participation. Beginning in 2025, the New Mexico Higher Education Department (NMHED) partnered with Agenda to help increase awareness, strengthen engagement, and connect more New Mexicans with opportunities that can change the course of their lives.

Agenda began the engagement with key research. Through stakeholder interviews and mapping, SWOT analysis, and a review of existing audience and brand research, the team developed a phased communications strategy grounded in how New Mexicans access information across diverse geographic, cultural, and linguistic communities.

The resulting campaign combines targeted media, original creative content, and community-focused outreach designed to increase participation while providing NMHED with communications tools that can be sustained over time. Building on the success of the initial engagement, NMHED expanded the partnership to include a second campaign focused on reaching underserved students and families in Tribal, rural, and frontier communities.
Agenda’s engagement with NMHED reflects a simple but important reality: increasing access to education begins with expanding access to information. By helping NMHED communicate more effectively with the communities it serves, Agenda is supporting efforts to ensure that educational opportunity reaches the people who stand to benefit most.
