NATO Framework
Supporting Alliance Communications Through a Decade of Strategic Change
Since 2015, Agenda has supported NATO, its commands, and its agencies through a series of competitively awarded framework contracts spanning one of the most consequential periods in the Alliance's modern history. Re-awarded in 2021 and continuing through 2028, the partnership has grown to include nearly 100 task orders supporting strategic communications, public diplomacy, research, innovation, and stakeholder engagement across the Alliance.

Working with NATO Headquarters, Supreme Allied Command Transformation, Allied Joint Force Command Naples, NATO Headquarters Sarajevo, and the NATO Support and Procurement Agency, Agenda has helped shape communications on issues ranging from public opinion research and Alliance-wide campaigns to military exercises, innovation, and countering malign information operations. The team developed NATO's first alliance-wide campaign, #WeAreNATO, launched its first innovation podcast, leads recurring public opinion research and target audience analysis spanning all 32 Allied nations, and manages a multi-year NATO-funded StratCom training initiative with the Ukrainian Ministry of Defense. These efforts have helped NATO better understand public attitudes, strengthen strategic communications, and engage diverse audiences across an increasingly complex security environment.
The partnership has evolved alongside Russia's war against Ukraine, NATO enlargement, and a rapidly changing information environment where public trust and strategic communications have become central to collective defense. Across nearly a decade of collaboration, Agenda has earned NATO's confidence through sustained performance, helping deliver some of the Alliance's most visible communications initiatives while demonstrating the value of long-term strategic partnerships during periods of historic geopolitical change. NATO's communications efforts increasingly emphasize public understanding, engagement, and resilience across Allied nations, making trusted strategic communications an essential component of the Alliance's mission.
